Can a 13 years old use it

Definitely yes, as long as the 13 yo uses it responsibly. This typical model "BB" gun was my first I received 53 years ago. I still have that gun and it functions very well, though I have had to have replaced the seals twice over the years.

Does it ship with a supply of bb's?

No.. do not buy the copper bbs for this gun.. get the silver bbs.. copper ones have imperfections that might cause a jam..

Does it come in a box that also looks vintage?

I don't remember what the vintage box looks like.It was 55 years ago. This box looks good but not vintage
