Q: do the dogs seem to pull the material out?

No the dogs do not pull the fabric off the backing. They just snuffle around within the fabric. I have not even had one pick up the mat and shake it. All my dogs have been 30 pounds or less though as I reviewed the small mat

17.7x19.7 inch is the smallest size.
