can i paint over it once it's dry?

I'm not sure, I would call the company and ask if it would affect the waterproof ability of the paint or if it can be tinted the color you want. There is a company number on the can. I think you should be able to, but I would probably wait until it is fully cured before doing it

I would not use it on a floor, they make a special product for that.

I really do not know that but, it covers very well over old paint
