Yes I think it’d fit fine my son 140-145

Q: Why don’t these have any stretch?

They are made of cotton and do have some stretch and give as most cotton clothes do. However, they are not made of lycra or spandex. I wouldn't expect them to stretch up a size or anything like that.

My 14 yo is 5'10" and 204lbs. I got him the large. That is the size he wears usually in adult clothes. Hope this is helpful.

Idk, but I had a kid that was 6'00", 307. This kid had a problem with those pants covering his hind quarters sufficiently and he couldn't go through a game or a practice play without having a fear of losing pants. So, they didn't work for him, or our team...no matter how we tried to remedy that uniform malfunction. Btw, 4xl had the same results.
