Can a vice be attached to one of the sliding tops?

I don't see why not but of course you have to consider the size of the vice and the weight but it will be easy enough to install one with this type of cart. The cart is pretty light so if you have the draws opening you might want to counteract any additional weight other then the vice if there close you should be just fine.

Do the draweres slide open on bearings?

Yes they are roller bearing slides.

Does this cart have storage for long pry bars?

I might hold them at the bottom. But I would say that it would do better with small to medium sized pry bars.
