BLUE MIGRATION — TWICE!
2 separate clients migrated this pigment. The first, I thought a fluke. And the client liked the eyeshadow effect. The 2nd, well…it’s just bad pigment. I’m experienced 24 years full time. I use a craft shaker for thoroughly mixing prior to use. I use the manual method which is gentle. Very disappointing and will NEVER again buy PermaBlend for eyeliner.
