It's cheap rubber cement.
When plugging/patching a tire, I like to open a fresh tube of cement and treat it like a one shot deal. This stuff is the right size to get the job done, and cheap enough that you can toss the partial tube and not worry about it. Besides, we all know that an open tube of this stuff will probably go bad before you need to use it again.

This patch cement is garbage. Stay Away
DO NOT BUY. This is the worst defective tire patch cement I’ve ever used. It does NOT work. Patches I glued with it fell off repeatedly, one by one, each time the tire was inflated. I have never had this problem with patch cement before. Stay Away.

Manufactured poorly
The small tube ripped open and leaked glue all over my other tools. Not sure what kind of material is being used to make the tube that contains the cement glue - it looks like cheap aluminum - but it is not strong enough to stay in one piece. Mine broke and leaked glue all over my other tools, what a mess! Cheap is not better!
