Yes, it will work on Windows 10. Don't use the software that comes with it. Download Handbrake or something similar instead.

can it be used with a mac? I have a new macbook pro running yosemite...

Yes it does work on Mac, BUT the drive will not mount until you insert a disc into the drive. I tested this on both Yosemite and Sierra. On Sierra, I tested it against USB-c, which is the smaller port found on newer (2017 and forward) Macbook Pros. I used a USB-c to USB-a adapter to do so. It worked fine.

Anyone noticed the usb cable provided seems like usb 2 instead usb3?

Well I did not get any USB cable. And I see some did get software which was posted that this product has. Maybe the Dell folks could send this stuff out to me since the USB is not a common type, and software will be another $30 or so....
