Q: Why not just use a short bungee cord instead? I've done that for years. Is this somehow better?

Either one is probably OK. I like this strap because it’s Velcro and tightens real easy. With a bungee cord you have to pull on it to tighten and at times it might slip and snap right in your face. Just my thoughts.

Does what it should, but could be a couple inches longer.

I use this strap and it works. However, one of my bikes is an e-bike. On that e-bike the frame needs the strap to be an inch or two longer. I fear I will lose this strap some day.

Does what it's supposed to and solidly holds wheel from turning

Perfect - has a gummy backing so it stays right where you put it and solidly holds the wheel in place. My bike does not have a kickstand (carbon frame), and I needed something to keep it from rolling until I get a stand for it.
