Shows a 5 - 50 w power consumption. does that mean they draw max w at start up and then ramp down as they reach max temp? if not please explain

Initially these PTC heating element will draw low current <1 amp for a few seconds and then they will draw nearly 4.5 amps for about 10 seconds and stabilizes to about 2 amps at maximum temperature. To make this more manageable I found ramping the voltage up to 12VDC from 9VDC keeps the current below 3 amps at all times but does increase the time to get to full temperature (<40 seconds) . You can do your own voltage profile to see what fits your application best.

If I power these a limited current 12v power supply (lets say 500milliamps) will that limit the temperature or will it simply not function?

These should just limit the temperature available with lower amperage. These type of devices should be able to vary the temperature based on the current provided. I have not put these in service yet, but that is what I am expecting while using these as a heater when combined with heat sinks.
