I was also looking for a rustic white but the chandelier I received was more a driftwood tone. I loved the design so I kept and white washed it myself.😉

Yes, it has 4 MAX 40 W E12 Base Bulbs to give a plenty of light. It can give enough light in a medium or a big room.

Is it rated for a damp location?

The chandelier is made of solid wood, and it doesn't have glass cover, so it can't be used in damp location.

Does it provide enough light for a smaller bedroom?

Depending on the wattage of the bulb used. Not sure if it would be enough light for someone who does a lot of reading. An LED bulb would help.
