Anyone ever used this for stropping?

I've only ever used this to grind down (ever so slightly) the upper receiver of an AR-15 where you mount the barrel. If you were thinking of impregnating leather with this stuff for stropping, I honestly couldn't say if that would or wouldn't work. Have you considered Tormek paste for that kind of application? I have used that with leather for stropping. Turns the leather pink, but it works.

Is this metal grinding compound "water" based?

No it is not. The product is grease based.

Can this work for Reel Mower blades? Can you just put it on the blades and push the mower, to sharpen it?

Yes will work on push mowers. Better to watch a how-to video as it will have a much better result to go through a small process.
