Center hole is about 1-1/4" diameter and is for passing wires through. It is not a mount hole. For my application, I used a 1-1/2" pipe flange and drilled holes using the base as a template for a mount and then used galvanized 1-1/2" pipe for the mast

I have a 12v controller from my solar panel. Would that work with this? Also what gauge wire do you recommend?

400w at 12v is roughly 30 amps, as a licensed electrician I would recommend #8 THHN Stranded wire, upsize to a #6 if you’re running it over 50’ for some voltage drop. I doubt you’ll run at 100% long. Last note, if you think you’ll ever upgrade put in bigger wire or spare conduits now, huge savings later because you’re already installing it.

would I need a battery and a charge controller to run a water pump or can I connect directly to the wind turbine?

I would definitely say you'd need some type of charge controller and battery and inverter to do so-actual electrician would know better tho
