Does this charger stay on even when the vehicle is turn off, thus not draining the vehicles battery?

Depends on the vehicle. Some have a 10 minute window after off like the newer fords and some the are pretty much until the car goes into low power/battery drain mode. most cars are off when the radio is off. Only way to find out is plug something in, turn vehicle off, and open the drivers door. If it stays on then yes, if not then no. For me and my Ford it stays on for 10 mins after off unless I play with the time in forscan.

I do not know why it wouldn't. If the Surface Pro charges with USB then it will work, and this is a Fast Charge adapter.
