Is this 802.3at or 802.3af compliant? It says one thing in the description and another in the product page.

The description says it's compatible with both. What the description says is that it does not include the 802af/802.at compliant detection feature meaning it will supply power over CAT5 and therefore not recommended to be connected to non-POE ports as it may damage those devices.

Is this device active or inactive?

I would assume it is active since it provides constant power from POE port to any device you plug 8nto it.

Does it work with 802.3at only device like ubiquiti uap-ac access point?

I tried it with a Ubiquiti U6-LR-US and it did not work. It didn't burn anything out, thankfully, and the light powered on but it just continued to rapidly blink, it did not proceed.

for amcrest ip4m-1055e?

The camera is specified to be 12v POE 802.3af. This POE supply is 892.3af/at compliant and i don't see a reason why this would not be compatible but you may want to inquire with the manufacturer if you are not sure.
