you should be able to use the product to do this....I used it to attach pool tiles that had come off...and they held just fine.

No. I wouldn't use it over existing tile. Remove the old tile first.

Can you use this product To set new tile over old tile at the water line?

I'm just an amateur with some experience, but my understanding is that you can't set new tile over old tile. The main problem is that the old tile is too smooth. It is best to remove the old tile and then install new tile. You might be surprised how easy it is to remove the old time. Try prying it up with a screw driver or other tool.
