Yes it has two 5.25 drive bays.

Does this fit a 3070?

It depends on the specific card. I’ve just measured mine and you have 310mm clearance from the backplate to the rear of the front stock case fans, so an FE card will fit easily as will a lot of the triple fan cards like the Evga XC3 cards etc. Just check the specs.
