No that is the cord stop. The lamp cord fits in the groove and is pressed into contacts by the slide in retainer piece

Q: Will these work safely on cord ends or are they for cord pass through only?

These work on the ends of the lamp cord but feature a breakaway tab you can remove to use the plugs as inline or pass through plugs in a series if you want.
