How many come in an order?

14 polishes come per pack. Product works well. I use with a tooth brush polisher head on my electric tooth brush.

does this have fluoride in it? if so how much?

I do not think this has Fluoride This is a polish that removes stains ect... off your teeth. Fluoride treatments are normally done after this

What is better medium or coarse to polish?

Both are great. This medium worked great for me, buy it, you will not be disappointed.
