Q: Can these tape work well for any clothes?

I'm not sure. You should pre-test fabrics before use, which can help you effectively place the tape sticker on right fabric of clothes. Actually, this tape can hold my blouse together at the cleavage line and the material was thin, but not suitable for my winter sweater(No tape can do it).

Q: Looking for really sticky tape to attach to back of neck. Would be great if it was stretchable and waterproof. Do u have anything like that?

I don't think it's very stretchy. Are you looking for double-sided tape? If you just want one-sided sticky tape, silicone tape for scars is waterproof but not vapor-proof. It also isn't very stretchy.
