what materials is this made of?

I think it’s polyester around the face/neck, very soft, same material as my softest pajama rope. The head cover is silky and stretchable.

I opened it and I only see a neck warmer. How it is a hat and or face warmer too? Not seeing that.

Just pull the polyester inside that will be the hat/hood. The fleece is the neck warmer.

Does it really work because the picture doesn't fully cover the forehead?

My son whose 6 yrs old this covers his entire forehead, cheeks, nose and mouth without issues, he loves it when we go tubing and is comfortable under his helmet without issues.

Will this fit an adult female with a small head, who wears a children's bike helmet?

It should. It fits well and easily under a bike helmet. My kid wears an adult-women bike helmet and it fits him great. The fit is comfortable and not too tight.
