Q: Do they come as pairs? The heading states covers, so I'm under the impression that they do.

Not in pairs. Price is just for one even though the description says "covers" . Misleading, and overpriced.

Q: What is the purpose of the Flag Snap Cover?

The purpose of a flag snap is to keep the flag clips from banging against the flagpole. It's merely to keep it quiet.

Q: is it usable in sub-freezing temperatures?

The sanp covers have never been impacted by sub-freezing weather. I live in northern Michigan and we have our share of cold weather. The covers have survived 2 winters.

Q: Are these sold individually or do they come in a pack of two?

It's more economical to order at least two from us as the price is the lowest that way for the customer. They are packaged individually. Our price: would come to 10.92 for two with shipping.
