Do these shrink when washed?

I haven't noticed any appreciable shrinkage. I have 4 of these in different colors, and I wash and dry them frequently in warm water and on high heat.

What size would be comparable to a 2t?

I bought the size S for my 5 year and it was a direct fit. Wasn't much room. So I would recommend you buy the XS. It should fit and will have room for them to grow in it. Hope that helps.

Is there elastic at the hem of joggers, or are they straight leg without elastic?

Thanks for your question. The joggers only have Rib cuffs at the leg. There is no elastic at the leg opening. I hope this helps.
