would this work in an attic with no radials ?

A Radial Set is included in the MP1DXG antenna system. Attaching the radial set provides best efficiency and SWR when transmitting. The radials may be zig-zagged or bent to fit within the available attic area. It is possible to use the antenna without attaching the included radial set, if you use your radio's tuner. Also, radials are not required if using the antenna for receive purposes, but they help.

Is there any reason this antenna couldn't/shouldn't be used for a base station?

The Super Antenna MP1DXG can be used as a base station. It is for portable or base use.
