Q: Will this fit a 35inch tire with a 17inch rim?

Unfortunately no. It will fit vehicles up to around a 7.5in sidewall

Q: does this need turn plates?

These measure caster without using turn plates. Video instruction is provided with purchase. The process only takes a couple minutes longer than turn plates, so unless you are going to be measuring caster several times a day, you would not want spend the extra money to purchase turn plates.

Q: Would these fit 10” wheels? I looks like I could modify the slot a bit, but wanting to know the smallest diameter with the tool being left as is.

No, it won't. Holes too wide and too tall.
