Yes. They are just like folded boxes - you can fold and unfold as you want. However, they are much sturdier with tape along the seams. Also, the pre-glued seams fall apart very easily as well.

Would these hold 12×12 scrapbook paper?

I don't believe they would be deep enough. Pretty much limited to 9 x 12 items (like a folder).

What are these made of?

Heavy cardboard. I’ve used the same set in my classroom for two years now. They hold my students’ work folders - survived being refolded and stored for summer, then unfolded and set up to use again this year and are still going strong.
