Do these grips come with black screws?

Ordered mine in April 2023. Came with gold screws - they really do look good.

Will the brown rosewood grips come with the black screws as shown in the pic above?

Yes it will come with black screws. But the quality of the diamond pattern is no good. Its literally fuzzy and not define at all.

Will this fit a Tisas 1911A1 full size Government?

They should fit a Tisas just fine since I've been told it's pretty much an exact copy of the Colt government model. I put my set on a Rock Island 1911A1 and they fit perfectly.
