Is this suitable for wading in ocean ?

Yes. It has a strap that fasten e tween the child’s legs to make the vest more secure. The zipper stays in place well. My child’s took a lot of abuse and held up really well.

Is it USA cost guard approved?

This isn't a life jacket. It's a swim vest.

Is this a floatation vest

Yes it is! These are my favorites I have had little ones learn to swim using these. I have 3 in my yard different sizes of course. NO VEST TO SWIM IN MY POOL.
