Can this be used to help seal a drainage hole in a resin planter I now want to use as a water feature?

YES it can, as long as it is not too thick. If the hole is large, use a wood plug or short bolt/screw to fill the void and the Permatex as a sealer around it.

Could I put this along the edges of convertible top? I don't want to glue the top on, just improve the seal where rain drips in.

Yes it will work. The best way to seal it is to apply the sealant where you want it to stick, and put vaseline on the other surface so it does not stick. This way it will not be sealed shut. The side with the vaseline will not adhere to the sealant and you will get a gasket so your top can go up and down without tearing it apart once it dries. I hope this makes sense.

Does this work for a crack in a car dashboard?

Probably, it is like black caulk. Sticky to put on. I use a popsicle stick to smear it on a spot the removal part of my car top to fix a leak in the rubber seal. This stuff is flexible and worked great for that.
