Does this work on plastic i know its meant for metal but i want to paint my rc car body axle covers and shocks this color help?

Yes, a white primer really helps

Does it glow in the dark?

No it does not and you need multiple coats to achieve a nice coat

How long does it take to receive this paint? I ordered it 3 weeks ago and it hasn't even been shipped.

You must have gotten it from a 3rd party seller, I would report it to Amazon. I got mine in 2 days

I have a black desk can i get a cut out and spray paint over it and have the cut out show up?

I spray painted over black and it didn't look so great, the spray paint is thin and hard to cover smoothly
