Can anybody tell me how many comes in this bulk package?

It's supposed to come with 12 in a box. However I ordered 4 boxes for $13.99 each. They only shipped one box of 12 tubes, and omitted the other 3! I emailed with no answer for two days, and then they say, oh we refunded your card for the missing 3 at $13.99 each of which they still haven't done, then they raise the price to $17.82 Each and tell me to reorder the missing three boxes. CLEARLY PRICE GOUGING! DON'T BY FROM THIS VENDOR! THEY ARE TRIFLING!
