Yes this pump will work with a delay feature. The instruction sheet details the hook up.

Q: My window washer pump turns on not off can I be sure yours works right

If it's wired right....it works each cycle. Then turns it's self off.

Q: I need to see back of the pump. does it have "cam" ?

Yes it has a cam. It is also made in the USA with high quality parts. The only problem is is that it has a cam. It's an extremely poor and inefficient setup. There is an electric one that looks identical on the outside that I would recommend getting instead. This one didn't even work out of the box even after following the instructions. If you want functionality I'd go with the electric pump version. Hope that helps!
