Water resistant but not water proof
Keeps baby feet warm and it is water resistant (not water proof). We let our 1 year old play in the snow (sitting) with it and it was still fairly dry. But when he started walking on melted wet snow, it got slightly damp on the inside.

Like snow gloves for feet
We bought these for my one year old when we were going to the cold mountains for a week. They stayed on great (she has petite feet) and kept her toasty in cold weather. Think of them like thick gloves for your feet.
