Is this the same as what’s used to deter rodents?

I use steel wool as part of the rodent defense program in our house. It is also useful in keeping critters from entering the attic. Sometimes I also use spray can insulation foam mixed in or sprayed on top of steel wool that I have jammed into areas where the floor meets the walls. Though rodents find many creative ways to access houses--and I still need to use traps sometimes---I find the steel wool method rather successful. Outdoor cats and snakes are also quite helpful in keeping the rodent population under control in rural areas. Anyway, Hope this helps.

Is the top of the bag supposed to be open or is it supposed to be sealed? The top of the bag was open when it arrived.
