Is the lip on the 20-inch length or on the 15" length? My dad wants to replace one he has that lips over into the sink, and the lip has to be 15-inch

The lip is on the 15" edge. That is to say, the lip itself is 15" wide, so if the sink is 15" or 16" deep, the lip will fit into the sink.

Which side has the lip? The long (20 in.) side or the short (15 in.) side?

The lip is on the short 15 in. side. On mine, the long side is actually 18 7/8 in. long rather than 20".
