Q: What size would a 10 year olds need

That would depend on how developed the 10 year old is. I bought them for my granddaughter who is 13 but not very developed.

Q: Does the pack have pads in them?

There is no padding in the maidenform bra. They stretch to fit over your head. There are no clips in the front or back of the bra. The shoulder straps adjust in length to fit.

Q: Would this be a good bra for my 9 year old who has a fairly large chest size?

No.... in my opinion it's a training bra and fits a small to medium chest.
