Can you remove the dip bars?

No they are welded into the bottom frame, although they do not stick out that much or get in the way.

whole set of screws are missing, how can I assemble?

Do you mean that all of the screws are completely missing? Or a section of the screws are missing? The screws all came on one card board sheet with plastic shrink wrapped onto the cardboard. The plastic held the screws in place on the board. Either way maybe contacting the seller for the missing screws, or you can buy the same ones at a hardware store if you are in a hurry and know which ones are missing, perhaps based on the instructions.

Is this pull up bad water resistant for outside ?

I don’t think y can leave it out for a long time . Y can use it for a full day outside with no problem .
