Kit comes with 2, 41' sections. Can both sections be connected together to make one 82' strip?

Yes!! Ignore the other answers that say you can’t. I had to look up a YouTube tutorial because the instructions weren’t clear but basically you cut the second strip and connect it to the first one using the included plastic connector piece. Make sure both strips are properly lined up and they will connect seamlessly.

Are these indoor &outdoor?

No they are for indoor use they are not water proof

can you extend the lights more that 82ft?

Instructions aren't very clear. They are 2, 41 ft rolls. The light controller has two outputs. As to be in the middle of the 82 ft span. If you choose to run more than 41 ft per strip you will loose brightness as resistance through the strip increases. If you need to extend further. Add another kit or look into end power injection.

what if i do not have Bluetooth? will it still work?

Yes. you also can use a remote to control the lights. Bluetooth is needed for the app.
