Do you shampoo and Condition before or after or even at all?

I realize this is an older question, but for future reference, the Paul Mitchell website says: "Use weekly. Apply a small amount to clean, damp hair. Massage into the scalp and hair for 3-5 minutes. Rinse completely." So shampoo first, then the treatment. I believe you do not need to use conditioner afterward.

How does this product look like? The inside liquid?

It is a thick white cream with little blue microbeads in it. It's like a deep conditioner/exfoliating scrub for your hair and scalp, and good to use when your scalp seems dry, flaky and tight and itchy, especially in the winter time. Yes it should help dandruff and more natural alternatives to chemicals in head and shoulders and tea tree in it may help stimulate hair follicles and help prevent or slow down thinning hair. Smells better and feels more refreshing too! Love the tea tree line shampoos and conditioners Paul Mitchell offers!

Is this product sodium laurel sulfate (sls)? i can't use products with sls.

I don't see it listed on the ingredients, and since this isn't designed to clean the hair, I don't think it has it (since sodium laurel sulfate is basically a detergent). But many of Paul Mitchell's shampoos do have it, so you're wise to double check!

Is it good for oily scalps/skin? I keep my head shaved/hair closely cropped, suffer from "shiny head".

I don't believe it would make your head less shiny because this is like a moisturizing conditioner scrub scalp treatment, that would help in the drying winter wheater and Heat on indoors and when people get a itchy flaky scalp and have dandruff. The tea tree in it is usually good for people with oily hair though to help clarify the oil and fungal from dandruff. You could try the tea tree special shampoo.
