Yes, it does, with zipped design in the pockets on both sides.

Hi, it applies. Hook and loop design, easy assemble & quick release.

Q: Is the base of the bag quite firm and solid to sit on the rack? The one I got from Halfords was soft and just sunk over the sides, so need to replace.

The base of the bag has a strip of material that has a Velcro strip at one end and so you can secure the bag to the top of the rack. Whilst it is fairly firm when fitted and quite secure on the rack it takes time to take the bag off the rack when out shopping. It certainly suits my needs but then I am easily satisfied.
