yes it can be used to blow some dirt , sand from hard spots underneath seats. However it will blow dirt, sand all over the car

Can you purchase replacement filters?

Our box was opened and the instruction were missing. So I cannot say about replacement filters. I removed the back cover and the two screws and cleaned the filters.
