The vase is glass and the stems and flowers are metal which is plated in 24k gold

Is the bouquet attached?

The bouquet is not attached to the case. You can remove the bouquet from the vase. But the bouquet itself is all one piece. It's absolutely beautiful and worth the money 😉😀😃😄

Is the height of the roses 19.25" or 9.25"? It is listed both ways in the description.

Sorry for the delay in replying in. I don't have this item with me to check at the moment. But even thought I did not measure it, I can tell you till the vase its 9.25" and till the rose its 19.25. It's a lovely item. And am glad I bought it.
