Is this to strong to use on sprouts and seedlings?

You can't use too much. Only thing it will hurt is your wallet. That said you only need a bit to establish a colony on the root system. I would start using as soon as you see the tap root

Does this product have an expiration date? I am aware that this product is granular, but is it water soluble to use as a root drench for seedlings?

There are way better products for cheaper. With a better assortment of species. Look up "Endo" varieties. As a starting point. 70$ for a square yard! Huge difference. I feel this product is over priced. Dramatically.

What volume of solution would the 1 oz. container make?

One scoop which is in the container will do 2 gallons I think that you can get at least 10 Scoops out of the one ounce container
