The locking collar on mine is very loose and won't stay in locked position, either open or closed. Is there a way I can tighten it?

Remove the ring with snap ring pliers and compress and reattach. Many youtube vids on how to remove and reinstall

Is there a sheath that comes with this knife?

This style of folding knife, the blade folds into the handle and the twist-lock mechanism keeps it safely locked closed or open. The knife IS the sheath.

What's a good knife oil to use with these. Mine is a little stiff.

The knife will actually loosen up a bit with use. You could try a bit of mineral oil (available at most pharmacies). I did read that someone oiled their Opinel with olive oil. Another thing that can affect the "stiffness" is moisture that will cause the wood handle to swell and pinch the blade pivot.

is the writing on the handle the same as shown in the picture?

Can't see the pic well but the writing is the same on all of mine. OPINEL Savioie France. It is where they have always been made.
