The lick mat is sticky to the touch and washing it doesn't seem to get rid of the stickiness. Is this normal?

Yes! I came here to figure out what that is. It leaves a waxy-sticky film on my fingers that doesn't come off of the mat even with several good soak/scrubs. I have a hard time believing that would be good for my cat's sandpaper tongue to go over and then ingest.

Is there a better way to clean it? I use a kitchen sponge, but can't get the corners of the scales so there's a yellow residue left after drying

I put them on my middle rack in the dishwasher. I've had them for several months now and clean them in the dishwasher daily, they haven't broken so far. They always get 100% clean after that.

Wouldn't there be a lot of waste of food that the cat's tongue can't get to, so they walk away and you have to toss the rest?

My cats or dog wasn't overly interested in this. And you don't put a lot of food down at first. No matter what, you are going to have to wash it; but yes; if your animal isn't interested in it, there will be food left over.
