Q: Could this be used for 48 volt bike or would that be to much power?

Wire size is good for 15 amps the insulation is good up to 300v. Wire size Gauge does not care about the voltage. Wire gauge has a max amperage. Find your amperage by dividing watts/48 volts. if no more than 15 amp you good

I have used these before, they are meant to be extension cables for a charger. The red is the bare pin on both ends, therefore, make sure the plug you are mating with has the red wire on the insulated pin to match. This should happen if you are using commercial charger and connector set.

Q: how flexible is the wire, some of these are very stiff and make cord management difficult.

it is the same as any other "extension" cord, it arrives rather stiff but it was cold, as soon as it got room temp it was easy to use.
