Q: Can the spout point to any side? or just two? If the flatware holder is North, can the spout drain East?

There are 3 possibile positions for the spout wth the flatware holder pointed North: East, South, and West.

Q: Is the plastic drip tray treated with any any antimicrobials?

I don't think so, but we have had this since Aug 2019 in a house without a dishwasher and have had no problems. I clean every couple of months for calcium (white deposits) with soap and scrub brush. No mold or slime issues at all. And it holds a ton of dishes.

Q: what is the coating in rack? Any PVC?

Yes , the bottom of the rack and the water dripping pan as well.
