Q: Does this pack have the Fram you can carry a stand on?

There are multiple ways to attach a stand & sticks, but not necessarily a frame. I plan to attach this pack to my Millennium M60U with upgraded shoulder straps when I’m carrying a stand into the woods..

Q: Is this the new version?

Yes, it is the new version. Recently purchased in Nov. 2020 for my husband’s birthday.

Q: I thought the Tool Bucket didn’t come with a hip belt, but in the pictures it is shown. Is this the older model or the 2020?

This is an older picture. I purchased one and it is the newer version, which you can see on the SITKA website. The top flap is also shorter which is a better design.
