Can i charge and play at same time?

If you charging on the typc-c port on computer, due to the reason that max output of USB port on computer is less than 5W and the current consumption varies with length, this cable cannot charge your device when you connect with computer.

Why does it not work with new LG 4K usb c monitor?

This depends on what you are connecting and what video standards are supported by the USB C ports on either end. I suspect the issue here is Thunderbolt. You would need a USB C to USB C cable with a lightning symbol. This is a "superspeed" cable with SS symbol. These aren't quite as super as thunderbolt but more super than charging cables. 3m thunderbolt cables are super expensive.

Does it work with 4k usb-c monitor? - mine doesn't unless plugged into usb hub and hub into monitor via hdmi i.e. doesn't work directly connected

Hi there USB C to USB C is unfortunately unnecessarily complicated - most cables won't display video at all and only connect at USB 2 speeds. This cable does connect as USB 3. I only have a UWQHD resolution monitor with USB C video input and this cable sends both audio and video with no issues. Seems to work with everything I've tried it with including Oculus Link. The issue here may be Thunderbolt 3 as I don't believe the cable is thunderbolt 3 compliant. My monitor is thunderbolt 3 but the connected devices aren't. In your case I suspect the monitor USB C port isn't compliant with anything other than thunderbolt, in which case you may require the 40Gpbs variants of the USB C to USB C cable. With a 10Gbps cable you'd be getting HDMI over USB C, hence you get a display when using USB C to HDMI adapter built into your hub. The device you are connecting will also need to be Thunderbolt compliant otherwise there would still be no display with the more expensive 40Gbps cables!
