does the ddp 90 have what they call 'key off' effect..which simulates the feel of escapement on an acoustic piano?

The simple answer is "Yes". However, I play on both my Donner and a baby grand. The feel of the keys is very similar, but the response can differ. For example, on the Donner if I press a key very slowly the piano will eventually play the note softly. If I do the same thing on the BG, the hammer will not get enough velocity to strike the strings. Another difference is the persistence of the note when you hold the key down. The Donner will fade away in about 3 seconds, the BG more like 8 seconds. However, for $500 the Donner is a good substitute.

The upper range of keys, top octave, both black and white have poor sound, tinny and weak. Is this correct?

No that is not correct! Mine has a great sound in those keys.
